DICT unveils national cyber intelligence platform

QUEZON CITY, Jan. 18 — The Department of Information and Communications Technology (DICT) fortified the country’s cyber resiliency initiative as it launched the Cybersecurity Management System Project (CMSP) on Wednesday, January 16, 2019 in Mandaluyong City.

The CMSP will be the Philippine government’s national platform for intelligence sharing to comprehensively monitor threats and defend the country’s cyber infostructure from cyberattacks.

The project is set to be completed in 10 and a half months starting from the issuance of the Notice to Proceed (NTP) last 15 January.

“This kick-off for the CMS project is a great cue for us to keep taking bold action in this gargantuan task of safeguarding our citizens in the cyber realm,” Acting Secretary Eliseo M. Rio Jr. said.

Rio noted that the centralized monitoring platform will enhance the country’s ability to act on threats, before, during, and after cyber attacks.

Engr. Allan S. Cabanlong, DICT Assistant Secretary for Cybersecurity and Enabling Technologies, said, the CMSP’s first phase will cater to 10 government agencies that were identified as priority agencies and will be able to monitor cyberthreats in the Dark Web in support to Law Enforcement Authorities, Defense, and Drug Enforcement Agencies functions as needed.

The 10 agencies are DICT, Office of the President (OP), Department of Finance (DoF), Department of Energy (DoE), Department of Foreign Affairs (DFA), National Security Council (NSC), Department of Budget and Management (DBM), Presidential Communications Operations Office (PCOO), National Intelligence Coordinating Agency (NICA), and Department of National Defense (DND).

The platform aims to build the resilience of the country as part of the National Cybersecurity Plan (NCSP) 2022 which vision is to reach the state of having a “Trusted and Resilient Infostructure.”
