DOH picks Cagayan de Oro as pilot for Universal Health Care Law

Cagayan de Oro City will be one of the local government units in the country to benefit from the newly-approved Universal Health Care Law (UHCL).

In a special session on March 30, the 18th City Council headed by Vice Mayor Raineir Joaquin V. Uy adopted a resolution authorizing the participation of the city as one of the first Cohorts of the Universal Health Care Advanced Implementation Sites of the Department of Health (DOH). Legislators likewise authorized Mayor Oscar S. Moreno to enter into and sign pertinent documents for the purpose.

It may be recalled that last month, President Rodrigo R. Duterte signed Republic Act No. 11223, entitled: An Act Instituting Universal Health Care for All Filipinos, Prescribing Reforms in the Health Care System and Appropriating funds for the purpose.

The Universal Health Care (UHC) Act seeks to address health system fragmentation and reorient the system towards primary health care, primarily through network-based contracting of health care providers and reorganization of the public health system.

The newly-approved law guarantees equitable access to quality and affordable healthcare services for all Filipinos, provides the automatic enrollment of Filipino citizens into the National Health Insurance Program and expands PhilHealth coverage to include free medical consultations and laboratory tests.

It was learned that the Department of Health (DOH) has chosen the city because of its outstanding implementation of the Philhealth Indigency Program and other health services programs.

In his letter to the City Council, mayor Moreno said the opportunity is very special as it substantially accelerates the city’s Health Agenda.

As a participant under the said program, the city stands to benefit from the assistance both technical and material from the DOH, he added.
